Upon request for international assistance, IOM will provide immediate life-saving assistance and protection to communities, displaced populations, and private sector entities affected by disasters anywhere in the Caribbean, in close collaboration with the governments and partners. In 2024, IOM expects to respond to at least one multi-country and multiple single country emergencies in the region.

In addition, IOM together with key stakeholders and a network of partners will support the preparedness of Caribbean communities most at risk of displacement.

IOM, in collaboration with partner organizations will also support governments, NGOs, CBOs, and donors in the Caribbean before, during and after an emergency with critical multi layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations.

Camp coordination and camp management

IOM will support governments in the coordination and management of their emergency shelters (collective centers) for displaced populations in one emergency in the Caribbean through:

  • Deployment of an emergency shelter/CCCM coordination team (coordinator, information manager, CCCM technical advisor) to support inclusive coordination between all stakeholders, contribute to coordinated assessments and provide on the job support to emergency shelter managers.

Provision of water, sanitation and hygiene in emergencies

IOM will provide life-saving WASH assistance to the affected communities and displaced persons in at least one emergency in the Caribbean through:

  • Transportation and distribution of pre-positioned hygiene kits, baby kits and hygiene promotion to 12,000 displaced households (40,800 persons) in collaboration with standby partners.

  • Provision of Psychological First Aid (PFA) and psychoeducation on stress management to 250 people affected by a disaster.

Basic needs, including food and multi-purpose cash assistance

IOM will support the basic needs of affected communities and displaced persons in at least one emergency in the Caribbean through the:

  • Distribution of multi-purpose cash assistance  to vulnerable households in coordination with social protection agencies and partners to 10,000 households (34,000 persons).

Shelter and settlements

IOM will provide life-saving shelter and non-food item assistance to affected communities and displaced persons in at least one emergency in the Caribbean through:

  • Strengthening the relevant regional and national shelter and CCCM coordination structure in collaboration with CDEMA and REDLAC partners by deploying two (Emergency) Shelter Sector Specialists to monitor stakeholder activities, coordinate assessments, set standards, and active coordination of activities and development of durable solutions in an early stage.
  • Transportation and distribution of pre-positioned emergency shelter NFIs for 25,000 households (85,000 persons), including emergency shelter kits, solar lamps and kitchen sets from IOM warehouses in Panama, and the Northern, Eastern and Southern Caribbean to displaced and affected households in collaboration with partners.
  • Support the management, equipment and operations of emergency shelters / collective centers.
  • Applying GBV guidelines and procedures developed for distributions, site planning, post distribution monitoring, must do’s and don’ts when encountering GBV survivors and HLP guidelines developed by IOM for shelter and settlements practitioners worldwide.

Protection

IOM will provide protection assistance to affected populations focusing on displaced persons and migrants in all phases of displacement through:

  • Provision of advocacy and direct case management and mobilize assistance for vulnerable individuals and groups to ensure they have meaningful access to available services and accountability mechanisms. IOM will especially advocate for the provision of durable solutions for IDPs in an early stage.
  • Provision of technical guidance to other sectors and IOM implementing partners, government etc to integrate GBV considerations throughout all phases of their project starting from GBV Risk Analysis to the identification of GBV Risk Mitigation strategies for each unit.

Emergency preparedness

IOM will continue to strengthen and expand its Caribbean response capacity through  its Caribbean Environmental Resilience and Disaster Displacement Support Unit and network, consisting of 8 IOM missions and a growing network of partners with access to at least 15 countries in the Caribbean.

Through the network IOM is planning to

  • Strengthen the preparedness of communities through profiling of emergency shelter capacity and upgrading of at least 50 collective centers / emergency shelters, developing of community evacuation plans, emergency response training of communities and improving access to data,
  • Preposition and store NFIs (including tarpaulins, fasteners, kitchen sets, mats, solar lamps, tools, hygiene items etc.) for at least 25,000 persons in warehouses in Panama and yet to be identified warehouses in the Northern, Eastern and Southern Caribbean.
  • Support CDEMA and the UN System with all aspects of Human mobility in emergencies including the development of policies and protocols around planned relocations, mass evacuations, and emergency shelters, Contributing to the development of regional and subregional UN contingency plans with a main focus on Shelter, CCCM, WASH, and Protection.
  • Play an active role in the coordination platforms like REDLAC and CDPG (Caribbean Development Partners Group) during emergencies, CADRI (Disaster Risk Reduction), CALP (Cash Learning partnership), and the Platform on Disaster Displacement.

 

To support WASH preparedness in relevant countries, IOM will:

  • Procure/replenish hygiene kits and baby kits for at least 25,000 households.
  • Store the hygiene and baby kits in warehouses in Panama and the warehouses in the Northern, Eastern and Southern Caribbean.

Displacement tracking

To support data collection on displacement and provide relevant information to partners in order to support preparedness, response and recovery efforts, IOM will:

  • Deploy a DTM reporting specialist.
  • Refresh and train IOM country offices, standby partner NGOs and CBOs and government officials in 15 out of 20 countries to collect data on displaced populations following the IOM DTM methodology.
  • Conduct multiple rounds of DTM flow and displacement site monitoring in one emergency.

In collaboration with the authorities and partner organizations, IOM will provide durable support to vulnerable households that are displaced or whose house has been damaged or destroyed by a disaster and will support governments and communities in disaster prevention and risk reduction.

Land and property

In line with IOM’s Progressive Resolution to Displacement Situations approach, IOM will:

  • Provide technical, coordination and planning support to governments on reconstruction, reparation, housing, land and property rights and planned relocations, land planning, to pave the path, both politically and socially, for providing durable solutions for displaced households or households at risk.
  • In partnership with international and local NGOs/CBOs, IOM will support community/owner driven house repairs for 550 (displaced) households through a combination of technical assistance, awareness raising / training on safe construction, construction materials, labour and conditional cash support for own reconstruction.

Adaptation and disaster risk reduction

To support relevant governments in the Caribbean in disaster prevention, IOM will conduct hazard/risk assessments in 40 communities and support the development of Mass Evacuation plans for communities at risk of displacement, following the recommendations of the MEND Guide[1] and considerations for potential migrants living in these communities following the MICIC[2] guidelines.

In addition, IOM will implement community-based and migrant inclusive DRR programmes, remittances for climate adaptation and rural development and migration sensitive climate adaptation efforts in at least 12 countries.

[1] The MEND guide provides key background considerations and a template to assist planning bodies at national, regional, municipal, and other levels – both urban and rural – in the development and/or refinement of evacuation plans in accordance with emergency management principles.

[2] MICIC guidelines help host governments on assisting migrants caught in crises.
